HPP: After being recorded on tape reportedly smashing a puppy that was one year old against a concrete floor, a man from Florida was placed under arrest and charged with animal cruelty.
A “animal complaint” was reported at an apartment complex in Kissimmee, Florida, on December 27. As a result, Osceola County police located Marco Zuluaga, who was 28 years old at the time, and arrested him. The security footage from the day before was provided over by the apartment management, as stated in the arrest order.
The footage showed a man who was recognized as Zuluaga walking a little dog through the flat. One can hear a noise that is “consistent with someone slamming something against a hard surface” that is not visible to the camera.
After that, Zuluaga reappears in the scene with the dog, and he brutally throws her down onto the concrete floor outside the apartment building “in a pitcher motion.” The sound of the dog yelping in pain and then fleeing can be heard in the background.

Lilly was put into custody by Animal Control as part of the pretrial release agreement that Zuluaga was required to comply with.
