A woman from McLennan County faces allegations of sex trafficking two women, one of whom is her daughter. According to an arrest warrant obtained by KWTX, she reportedly controlled the prostitution earnings, giving the victims only a portion while keeping the rest for herself.
Lisa Manley, 41, has been charged with continuous trafficking of persons for sexual conduct and is currently in custody at the McLennan County Jail with a bond set at $100,000.
In March, an undercover special agent from the Texas Department of Public Safety initiated an investigation that ultimately resulted in Manley’s arrest by searching for sex advertisements on a website associated with prostitution.
An undercover agent arranged a meeting with a woman in the Waco area who was providing sexual services for payment, as stated in the warrant.
Agents monitoring the meeting location in the 400 block of Owen Lane observed a woman, referred to as AV1 in the warrant, seated in the passenger seat of a car alongside a man. A woman was taken into custody as soon as she stepped into an apartment in the area. The individual waiting for her in the vehicle was also apprehended.
Authorities confiscated the iPhones of AV1 and another individual, uncovering messages where they conversed about engaging in prostitution for financial gain, according to the warrant. The individual in the vehicle confessed to authorities that he facilitated the transportation of women to their appointments and was compensated for his involvement, according to the warrant.
Manley was taken into custody on November 14, according to online jail records.
